Planning & Cost Control Engineer

MESMER-EAST LLC is looking for a Planning & Cost Control Engineer

Field: Construction Planning, Progress Monitoring, and Cost Control
Location: Central Technical Office, Uzbekistan
Employment Type: Full-time

Key Responsibilities:

• Plan and monitor the implementation of multiple construction projects simultaneously;
• Develop, maintain, and update detailed project schedules;
• Develop and maintain WBS (Work Breakdown Structure);
• Monitor actual project progress against approved schedules, planned quantities, and milestones;
• Prepare regular project status and management reports;
• Consolidate planning and progress information from multiple construction sites;
• Analyze deviations in project schedules, quantities, and costs;
• Identify potential delays, cost overruns, and other project deviations;
• Develop and recommend corrective and preventive actions;
• Review executed work quantities and Interim Payment Certificates (IPCs);
• Verify subcontractor work quantities and supporting documentation;
• Track project variations and assess their impact on project cost and schedule;
• Monitor procurement and delivery schedules for materials and equipment;
• Monitor resource utilization and project expenditures;
• Compare planned and actual project costs;
• Participate in cost and schedule forecasting and estimate-to-complete activities;
• Coordinate with the Technical Department, Procurement/Supply, Finance, construction sites, and Project Managers;
• Prepare analytical reports, dashboards, and presentations for management.

Requirements:

• Bachelor’s degree in Engineering, Civil Engineering, Construction Management, Construction Economics, or a related field;
• Preferably 5+ years of experience in the construction industry;
• Proven experience in project planning, progress monitoring, and cost control;
• Experience managing or monitoring multiple construction projects simultaneously will be an advantage;
• Strong understanding of construction planning and progress control processes;
• Practical experience with WBS, project schedules, and progress measurement systems;
• Experience reviewing executed work quantities and Interim Payment Certificates (IPCs);
• Experience verifying subcontractor quantities and supporting documentation;
• Experience with project variations and their impact on cost and schedule;
• Good understanding of the relationship between project schedules, quantities, procurement, resources, and costs;
• Advanced knowledge of MS Excel;
• Strong working knowledge of Primavera P6 or Microsoft Project;
• Ability to prepare clear management reports and presentations;
• Experience with BOQ will be an advantage;
• Experience with FIDIC contracts will be an advantage;
• Professional working proficiency in English;
• Knowledge of Russian and Uzbek is preferred;
• Knowledge of Turkish will be an advantage.
