REQUEST FOR EXPRESSIONS OF INTEREST – INDIVIDUAL CONSULTANT
The Ministry of Preschool and School Education of the Republic of Uzbekistan (MoPSE), with support from the World Bank under Grant E5370, invites qualified candidates to apply for the following position:
Financial Management Specialist (Public Finance & PforR Structuring) – Part-time
Reference: BILIM/IC/FM-02
Country: Uzbekistan
The Consultant will support the preparation of the Transforming Public Education for Economic Growth Program, structured as a hybrid Program-for-Results (PforR) with an IPF component.
Key responsibilities include:
- Financial and public investment analysis;
- PforR financial structuring and fiscal sustainability assessment;
- Alignment with national budgeting and public finance systems;
- Analysis of infrastructure financing and capital/recurrent costs;
- Supporting financial readiness for Program appraisal and negotiations.
Key qualifications:
- Advanced degree in Public Finance, Economics, Financial Management, International Economics, or a related field;
- At least 2 years of relevant experience in public investment planning, government infrastructure financing, capital construction financial analysis, or state development programs;
- Experience with national budgeting systems;
- Strong analytical and financial modelling skills;
- MDB and results-based financing experience is an advantage;
- Uzbek, English and Russian proficiency preferred.
