SUMMARY

Expertise France is recruiting on a fixed-term contract a Monitoring & Evaluation (M&E) Officer to be based in Tashkent (Uzbekistan) for a 18-month assignment (renewable), as part of the EU project "Trans-Caspian Transport Corridor (TCTC) Capacity Development Programme".

The Monitoring & Evaluation Officer will be responsible for developing, implementing and coordinating a monitoring, evaluation, accountability and learning strategy for the project, identify areas of improvement, track progress, and measure outcomes.

PROJECT DESCRIPTION

This assignment falls within the framework of the European Union’s Global Gateway strategy, which aims to strengthen sustainable infrastructure, connectivity, and global cooperation, particularly with partner countries in Africa, Asia, the Balkans, and Latin America.

The project “Trans-Caspian Transport Corridor (TCTC) Capacity Development Programme” is being jointly implemented by the German Agency for International Cooperation (GIZ – Gesellschaft für internationale Zusammenarbeit) and the French agency for international technical cooperation (Expertise France – EF).

The development of the TCTC is a strategic and transformative project for trade and economic development in the region. It offers an alternative freight transport route, strengthening economic ties between Europe and Central Asia, while promoting greater integration of the participating countries into regional and international trade networks. As such, this initiative aligns closely with the goals of the EU’s Global Gateway strategy for sustainable global connectivity.

The project focuses on enhancing connectivity among five Central Asian partner countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) through six main areas of intervention:

    • Output 1 Enhanced government capacity for development of a simplified, harmonised, paperless and gender-responsive environment for customs and trade in line with international transport and logistics Conventions and relevant EU standards.
    • Output 2 Improved mechanisms for sustainable transport connections and for interoperability across the various modes of land and sea transport.
    • Output 3 Improved government capacity for policy development and implementation relevant for public-private partnerships that incorporate gender principles (PPP).
    • Output 4 Improved government capacity for gender-responsive reforms and liberalisation of the transport market.
  • Output 5 Improved tariffs setting mechanisms along the TCTC.
    • Output 6 Improved capacity of government and transport asset owners for optimisation of transport asset management and related funding mobilisation.

While GIZ will implement outputs 1 and 2, EF is responsible of outputs 3 to 6.

MISSION DESCRIPTION

Under the supervision of the Team Leader, the Monitoring & Evaluation Officer will be responsible for developing, implementing and coordinating a monitoring, evaluation, accountability and learning strategy for the project, identify areas of improvement, track progress, and measure outcomes.

He/she will lead the coordination of monitoring and evaluation activities, consolidating internal and external performance indicators and results from operational teams. This includes producing regular project reports for management as needed.

Main roles and responsibilities of the M&E Officer will be as follows:

  • Monitoring - Lead the design and implementation of a monitoring framework to track delivery against the program’s goals and objectives and against internal indicators.
  • Evaluation - Lead the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
  • Reporting - Regularly provide synthesized and updated reports on the status of project implementation.
  • Coordination – Ensure regular coordination in line with the monitoring framework with the program partners, beneficiaries, and stakeholders.

The M&E Coordinator will specifically be responsible for following tasks:

  • Initiate the baseline of the project.
  • Develop and update the M&E plan.
  • Support planning and implementation of monitoring and evaluation activities on effectiveness of all project interventions.
  • Review and give technical feedback on monitoring and evaluation plans for new activities and budget revisions.
  • Contribute to the analysis of outcome data and recommend improvements to programme interventions.
  • Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
  • Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  • Train regional and national staff in appropriate monitoring and evaluation techniques to build capacity, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Work in close collaboration with partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
  • Actively participating in monitoring, information management working groups, other relevant meetings and international forums as needed, sharing lessons learned and feeding lessons back in the project level.
  • Conducting baseline surveys/performance surveys and/or needs assessments for the beneficiaries and/or activities, if/when needed.
  • Sharing lessons learned from reporting regularly with the Project Management Unit members, communicating recommendations to the teams within the consortium and regularly following up the implementation of the recommendations.

PROFILE

  • Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field.
  • Master’s degree preferred.
  • Minimum of 5 years of experience in a M&E position, preferably in international development projects.
  • Demonstrated experience in designing and implementing M&E frameworks and systems.
  • Excellent understanding of results frameworks and indicators as well as international M&E standards and applications, particularly on projects funded by the EU.
  • Competent user of Microsoft Office applications and data collection and processing software (Kobo, Survey CTO, Eval&Go, STATA, SPSS, Power BI/Tableau, etc.).
  • Experience in Central Asia or similar contexts is highly desirable.
  • Excellent report writing and data visualization skills.
  • Strong communication and interpersonal skills, with proficiency in English and Russian. Knowledge of local languages is an asset.
