Providing research support to explore economic corridor development potential among geographically connected major cities & their regions in Kazakhstan (Shymkent) , Uzbekistan (Tashkent), and Tajikistan (Khujand).

Collected, reviewed and assessed social and economic data and reviewed the facility completion report on Central Asia Regional Economic Cooperation (CAREC) Corridor 2 Road Investment Program ($600 mill. investment) based on the performance indicators/targets, assumptions and risks in the program/projects’ documents on construction of the road (km222 length).

Ensured adequate and fully documented financial and accounting system of the program management unit ($1.44 mill. allocation) and that system was strictly and consistently complied with the regulated documents and legislation; Prepared the annual budget, worked with the Ministry of Finance to get approval and monitored its execution; Acted as a HR specialist ensuring all HR policies and processes were in place and up-to-date as per Asian Development Bank procedures and law in Uzbekistan.

Construction of Asian Development Bank funded CAREC Regional Road Project: Controlled and coordinated the road (km85 length) construction project ($176.2 mill. cost) that the signed contract was complied with the International Federation of Consulting Engineers (FIDIC) Contract’s conditions and terms; Registered/ deregistered vehicles and machinery (276 pieces) at the Government authorized bodies and ensured, on time, the mandatory technical inspections of and insurance on the equipment; Analyzed economic, political conditions and reforms and competitive environment in Uzbekistan for identification of relevant business opportunities and participated in development of bidding proposals.

Assisted in the economic evaluation of the Third CAREC Corridor Road Investment Program (km364 length) in the Republic of Karakalpakstan and the Khorezm and Kashkadarya regions of Uzbekistan under the project preparatory technical assistance ($2.25 mill grant) of the Asian Development Bank.

Managed relationships with the Road Fund of Uzbekistan, the Project Management Unit, the Contractor, Asian Development Bank (ADB) as well as other stakeholders; Developed the Consultant team monthly report in the supervision of the road construction project (km91 length) and oversaw the preparation of invoices, certificate of payments, supporting reports and documents; Developed environmental monitoring and mitigation management plan under recommendations of initial environmental examinations for the project and prepared final Environmental Monitoring Report in compliance with ADB requirements and other regulations in force.

Planned, executed and evaluated 7 pump stations construction project ($100 mill. investment) according to predetermined timelines and budgets; Reviewed and approved all the expenses and the withdrawal applications and ensured that those expenses were reasonable, appropriate to the project purpose and properly justified for accounting purposes; Built, led, coached and motivated project team members (30 persons) on a proactive basis. Oversaw the finance and accounting unit of the project; Prepared and monitored annual budget plan, worked with the Ministry of Finance and updated the budget to reflect changes in the annual work plan; In line with conditions of the loan agreements and loan disbursement procedures of the Asian Development Bank (ADB), prepared commitments for $13 mill. in 2 subprojects, withdrawal applications (total $ 16.3 mill. & $11 mill. direct payment to the contractors and the Consultant), including all statements, supporting reports and documents, and clarified related matters by the request of Controller’s Department of the ADB; Verified the invoices of the Consultant in compliance with terms and conditions of the contract and worked in cooperation with the Consultant team; Prepared Investment Plan for 3-5 years as per the Feasibility Study and got approval of the Ministry of Economy and Ministry of Foreign Economic Relations, Investments and Trade.

Taught and delivered methods of teaching Microeconomics for teachers and instructors; Taught Microeconomics and Economy of Agriculture Complex courses for undergraduate students; Developed teaching materials, test materials and etc.

Prepared invoices according to the contract terms and conditions, ensured that the contracts were executed properly and amendments are made in time; Kept account on debts and fixed asset accounting (amortization and re-pricing); Maintained records of routine accounting transactions; Prepared financial and operating reports; Analyzed and interpret of accounting records.
