The Site HSE (Health, Safety, and Environment) Manager is responsible for ensuring a safe and compliant work environment by implementing and overseeing health, safety, and environmental policies at Enersok Syrdarya 2 Power Plant Project site . Key responsibilities include: 1. Health, Safety, and Environmental Compliance Ensuring the site complies with all local, national, and international HSE regulations and company policies. Conducting regular audits and inspections to assess compliance. Keeping up to date with legal requirements and industry best practices. 2. Risk Assessment and Hazard Management Identifying potential hazards and risks at the site. Developing and implementing control measures to minimize risks. Conducting Job Safety Analysis (JSA) and Hazard Identification & Risk Assessment (HIRA). 3. Incident Management & Reporting Investigating accidents, near misses, and unsafe conditions. Maintaining records of incidents and reporting them to senior management. Recommending corrective and preventive actions to avoid recurrence. 4. Training & Awareness Conducting safety induction and training programs for employees and visitors. Promoting a strong safety culture through awareness campaigns and toolbox talks. Ensuring all personnel understand and follow HSE procedures. 5. Emergency Preparedness & Response Developing and maintaining emergency response plans. Conducting fire drills and emergency evacuation exercises. Coordinating with local emergency services when needed. 6. Environmental Protection & Sustainability Ensuring waste management, pollution control, and environmental protection measures are in place. Monitoring environmental impact and promoting sustainable practices. Implementing initiatives to reduce carbon footprint and energy consumption. 7. Leadership & Communication Acting as a point of contact for all HSE-related matters on-site. Collaborating with site management, contractors, and stakeholders to improve HSE performance. Providing reports and recommendations to senior management.

1) Monitors compliance, in the structural divisions of the Company, with the requirements of legislative acts, instructions, rules and regulations in the field of health protection and labor safety. 2) Takes part in the development of draft long-term and annual plans to improve working conditions and labor protection, improve the health of workers. 3) Studying working conditions at workplaces, participating in the introduction of more advanced designs of protective equipment, safety devices and other means of protection, measures to create safe and healthy working conditions, rational work and rest regimes, taking into account the specifics of production. 4) Takes part in checking the technical condition of the equipment, determining its compliance with the requirements for the safe conduct of work, and, if necessary, takes measures in accordance with the established procedure to stop its operation. 5) Monitors the condition of safety devices and protective devices. 6) Provides structural subdivisions of the Company with methodological assistance in the development of instructions on labor protection, participates in the preparation of programs for training personnel in safe working methods, organizes promotion and study of labor protection rules by the Company's employees. 7) Takes part in the investigation of cases of industrial injuries, occupational diseases, studies their causes, analyzes the effectiveness of measures taken to prevent them. 8) Controls the correctness of the preparation of applications for overalls, protective equipment, etc., the timeliness of the issuance of personal protective equipment to the Company's employees. 9) Monitors the state of labor protection by conducting annual audits of the state of labor protection in structural divisions, including in the regional branches of the Company. 10) Ensures timely and correct preparation of statistical reports on labor protection issues and sends them as required to government agencies, etc. 11) Organizes mandatory primary and periodic medical examinations for the Company's employees, draws up calendar plans for medical examinations of the Company's personnel and coordinates with interested state institutions. 12) Improves his professional level, undergoes training (advanced training, retraining, etc.). 13) Complies with the rules established within the Company, carries out oral / written orders of the immediate supervisor, within the limits of his competence.

Construction of 240 MW and 230 MW Power Plant of Aksa Energy in Tashkent Region: 1) Conduct hazard and risk assessment and drawing up a control measure; 2) Maintaining documentation on Occupational Health, Safety and Environmental Protection (hereinafter - HSE) during the construction, commissioning and operation of the 470 MW CCPP facility in the Tashkent region; 3) Development of instructions, maintenance of briefing logbooks and other logbooks on HSE and participation in the development of EIAs (Stage I, II III) for 470 MW CCPP; 4) Checking the documentation of your own and rented lifting equipment in accordance with the requirements of Industrial and Environmental Safety. 5) Implementation of environmental and social monitoring of the state of the environment together with territorial inspectors of the State Committee for Ecology and Environmental Protection and representatives of the relevant bank according to IFC requirements; 6) Monitoring the state of the HIF (Hazardous Production Facility) together with the territorial inspectors of the State Committee for Industrial Safety and the investor's representatives; 7) Organization of instrumental measurement with the involvement of an accredited laboratory for air quality (NOx, SOx, etc.), water (drinking and technical), vibration and noise at workplaces and within construction sites. 8) Participation in scientific research and experimental work on industrial wastewater treatment, prevention of environmental pollution, emissions of harmful substances into the atmosphere, reduction or complete elimination of technological waste, rational use of land and water resources. 9) Carrying out bypasses of the construction site, station and checking the operation of the HIF according to the schedule; 10) Coordination with creditor banks and ESIA consulting firms, organization of meetings: a. Management of all coordination during the preparation phase ESIA, ESDD and ESAP, prepared in accordance with the IFC performance standards and the Equator Principles, b. Ensuring closure of controls, follow-up and post-completion activities of ESIA, ESDD and ESAP. 11) Preparation of established reporting on the implementation of HSE measures at the facility. 12) Provision of HSE documentation to the company management at the facility;

1) Control the implementation of all HSE rules, norms and procedures of Company 2) Issuing the orders to supervisors and managers mandatory for implementation of CAP on non-compliances or findings. 3) Giving recommendations to supervisors on disciplinary actions for violators of HSE rules. 4) Carry out the methodological guidance and control of compliance with local legislation and requirements of Company related to HSE sphere. 5) Conduct an analysis of the state and causes of occupational injuries, occupational illnesses and environmental pollution; together with other departments to develop control measures to prevent accidents at work, occupational diseases and pollution, and organize the implementation of these activities. 6) Provide trainings and testing of HSE knowledge of managers and engineers. 7) Organize the provision of the company with regulatory and guidance documents related to HSE and control of their implementation. 8) Advise the contractor as to the observance of the requirements of the relevant statutory provisions and arrangements outlined in the HSE Plan. 9) Monitor training and competence certificates. 10) Conduct all HSE document reviews. 11) Ensure that all contractors provide task specific risk assessments for all planned tasks. 12) Formal review of all Risk Assessments and Method Statements to ensure compliance with best Safety Practices. Turakurgan Thermal Power Station Construction Project: The objective of the Project is to construct a gas-fired power plant of high efficiency in Turakurgan district of Fergana region, in order to secure stable supply of power in the region, thereby contributing to the sustainable economic development of Uzbekistan. The project falls into the thermal power sector under the JICA guidelines for environmental and social considerations.
