Under these assignments Mr. Mirdjalalov is managing of Quaker team's day to day activities in the GMPT-Uz plant. This includes chemicals management for the plant, management of the process and water treatment operations, managing and coordination of Quaker's Chemical Management Services provided to GMPT-Uz, management, planning and coordination of over $2 mln/year procurement and supply of chemical products to the plant. He was also directly involved in negotiations bidding, contract terms and drafting contracts and other documentations with GMPT-Uz. He has been involved in implementation of this Greenfield project from beginning. Human Resources / Property Manager / Administration Manager, USAID funded PAGSI-NRMP, Tashkent, October 2002-Sepember 2005. In 2004 Mr. Mirdjalalov’s responsibilities continued to increase to overall management of the NRMP Tashkent office administrative operation. In this role he coordinated the work of all administrative staff members, was authorized to a limit of $20,000 for approval of contracts, payroll and cash disbursements, and represented the program at official meetings. He directly supervised 8 administrative and IT staff. He continued to manage HR and Property issues. From July to September 2005, during the last months of the program, he managed the complete close-out of PA’s Tashkent office, and all final NRMP completion reports. In May 2002 PAGSI was awarded a $10M regional contract – Special Initiative Water Project (SIWP). As a result, PAGSI’s personnel and property in the regional offices increased dramatically. Mr. Mirdjalalov had responsibility for leading the HR functions at all 3 project offices in Central Asia (70+ staff). As Property Manager, he controlled all property issues. These included managing property manager personnel at the 3 offices, managing subcontractor contracts at project sites, transfer of procured equipment to the local counterpart organizations in accordance with US Federal Acquisition Regulations (FAR), property acceptance, spot check and on-site property inspections, property inventory, transfer and disposal, and other reporting. Project Specialist, Transboundary Water and Related Energy Cooperation for the Aral Sea Basin Region of Central Asia project, PAGSI-NRMP, Tashkent, October 2001 - May 2002. During this assignment, Mr. Mirdjalalov collected and analyzed all related studies, reports, and other documentation. With a Team of international and domestic Experts, he traveled to Central Asian countries, met with officials and representatives of local water / energy organizations, collected and analyzed relevant information, and developed initial recommendations and proposals for USAID, which were highly appreciated, most of which were approved for implementation in the region. Project Specialist, Project Mobilization, PAGSI-NRMP, September 2000 - October 2001. Mr. Mirdjalalov was responsible for accounting and organizational issues related to mobilization of the new project. These included documentation for registration the company / project in the required local ministry, recruiting new staff, securing office space, overseeing office remodelling, and procurement of office equipment and furniture. Country Representative, Hagler Bailly Services, Inc. (HBSI), March – September 2000. Mr. Mirdjalalov was responsible for all country operations. He helped prepare the company’s proposal for the NRMP which PAGSI absorbed from HBSI. Project Analyst, Oil & Gas and Power Project, HBSI, Tashkent, August 1997-2000. During this assignment Mr. Mirdjalalov was directly involved in three main tasks of an USAID funded energy sector project. These tasks included drafting a new Petroleum Law for Uzbekistan (PL), restructuring and privatization of Uzbekneftegaz (the national oil and gas company), and preparatory work on creating a regional electricity wholesale market. Under the PL, Mr. Mirdjalalov was responsible for communications with relevant counterparts, so that each side is informed about critical matters of the project progress, and monitoring relevant political, legislative, and economic trends. Mr. Mirdjalalov also provided quality assurance for accuracy and appropriate style of all project documentation and correspondence.
